In recent times, the word "vanguvannya" has become popular, which comes from the name of the blind Bulgarian clairvoyant Vanga and means "prediction". Even now, it is possible to make predictions for education officials and hundreds of children.

So, here is the "wandering": in the summer, an education official (minister or his deputy) will write a letter revoking one of the points of a large document (order and Regulation) approved by the Ministry of Justice, and all this for a certain category of men.

What is it about? And everything revolves around two words – "attribution certificate" or "certificate of registration". And now in order.

In autumn 2017, the Ministry of Education and Science of Ukraine (hereinafter MES) issued Order # 1236 dated October 13, 2016, which approved the Terms of Admission to Higher Education Institutions of Ukraine in 2017 (hereinafter the Terms). This order (and the Conditions of Admission) were registered with the Ministry of Justice of Ukraine on November 23, 2016 under No. 1515/29645.

In the text of the Terms the phrase "attribution certificate" or "certificate of affiliation" is present three times.

In the section "V. The procedure for accepting applications and documents for participation in the competitive selection for higher education institutions" can be read as follows:

5. When submitting the application in paper form, the entrant shall present in person:… a military ticket or a certificate of registration – for conscripts;

In the same section in item 9 it is told that the copy of the residence permit is not subject to certification.

Also in Section "VIII. Realization of the right of entrants to choose a place of study" it is noted that for enrollment it is necessary to submit this "registration certificate".

And what is this, is it a problem to submit this document? There is a problem. The problem for hundreds of young people entering higher education institutions of Ukraine from the occupied territories

Children from the annexed Crimea and the occupied Ukrainian lands in Donetsk and Luhansk oblasts do not have a military ID or a certificate of registration because they were not registered (Article 14 of the Law of Ukraine "On General Military Duty and Military Service"). …

After all, there are no Ukrainian conscription stations and military commissariats in the occupied territories. And for registration you need to have another "remnant" of the Soviet serfdom system – residence at the place of residence.

In addition, children need to have an equally important document – a certificate of IDP. However, a residence permit and a certificate of IDPs can be obtained only after entering a Ukrainian university. But when accepting documents, following the "letter of the law", the admission commissions will refuse to take a package of documents from entrants from the occupied territories, citing the "lack of a complete package of documents."

Here the question arises, and what documents are required by ministerial officials. Maybe the occupying country?

Why did this situation arise? Perhaps ministerial officials did not pay attention to this? And here is a very interesting story. The case of "assigned" is not the first in the "history of occupied education."

This case was first noticed in 2014, during the first introductory campaign since the beginning of the occupation of Ukrainian lands. But at that time the conditions of admission to universities in 2014 were adopted in 2013, when no one expected aggression from the Russian Federation. However, as soon as the problem arose, the situation was quickly corrected: the Letter of the Ministry of Education and Science dated 04.07.2014 No. 1 / 9-348 "On the peculiarities of the admission campaign to higher education institutions" was issued, which stated:

Due to the impossibility of the work of the military commissariats of the Autonomous Republic of Crimea, the Ministry recommends that the heads of higher educational institutions ensure the receipt of documents for admission. from citizens of the specified regions without providing them with the certificate of registration (military ticket).

The following year, 2015, suddenly revealed the same problem – in the Conditions of Admission to Universities in 2015, the norm of enrollment was again prescribed without taking into account the occupied territories.

The Ministry of Education and Science responded almost immediately – and education officials again made changes by issuing a letter from the Ministry of Education and Science of Ukraine dated 23/07/2015 No. 1 / 9-344 "On the acceptance of documents from entrants to higher education institutions in 2015 ", which is very brief The Ministry of Education and Science reported:

Given the social situation in the country and in order to ensure the right to education of graduates, the Ministry of Education and Science of Ukraine, as an exception, allows to accept documents for admission to study from residents of the Autonomous Republic of Crimea … without a military ID or registration certificate.

And then there was the introductory campaign of 2016. Again, the Conditions of Admission to Universities in 2016 did not take into account the issues of registration for children from the occupied territories. Back in the spring, the Center for Civic Education "Almenda" sent letters to the Ministry of Education and Science, where this issue was raised. In addition, this issue was again emphasized at the meetings at the Ministry of Education and Science. However, there were no results.

And only the beginning of the introductory campaign forced officials to pay attention to this problem and issue another letter – Letter of the Ministry of Education and Science dated 07/04/2016 / 1 / 9-342 "On receiving documents from entrants living in the temporarily occupied territory of Donetsk and Luhansk regions, as well as in Autonomous Republic of Crimea ", which emphasized:

… The Ministry of Education and Science of Ukraine clarifies that persons residing … in the temporarily occupied territory – the Autonomous Republic of Crimea, when entering higher education institutions are not required to provide a certificate of registration of entrants.

And finally, in the fall of 2016, the Ministry of Education and Science proposed for public discussion a draft of the Terms of Admission to Higher Education Institutions of Ukraine in 2017. In this project, again, the old rules remain. It is possible that the officials "forgot" again, but letters were sent to the Ministry of Education and Science not only from public organizations, but also from the Plenipotentiary of the President of Ukraine for the Crimean Tatar people. And here is the result.

So we have that the first time – it was a subjective necessity, the second time – manifestations of unprofessionalism, the third case – it is completely professional irresponsibility, and the fourth time – no words, except sabotage, can not be found.

Thus, today in Ukraine there is a document that discriminates against citizens of Ukraine.

So, in the summer, during the introductory campaign, this problem will arise again. And again the official will change the Situation by the letter. This is a "vanguard" for the Ministry of Education.

Statistics on the education system of the occupied Crimea are missing due to not very good figures

Recently, it has become increasingly difficult to obtain statistical information in the education system of the occupied Crimea. On the website of the occupation Ministry of Education, Science and Youth of the Republic of Crimea, the information on many pages has not been updated since last or even the year before last.

Thus, in the section "Statistics" there are reports (RIC-76, SV-1, D-4, 6, 7, 8, 9, 13) for the last year and a report for the 2014/2015 academic year.

In the section "Activities" information on secondary education is presented for the 2014/2015 academic year. And there are many such examples.

Why do the occupiers and collaborators not provide information, because in a totalitarian state this is the main indicator of activity, and often manipulation. Apparently, this is because the statistics do not give very comforting figures.

Most of the information on the state of affairs in the education of the annexed Crimea can be obtained from the analysis of speeches, speeches, small information messages, etc., when the so-called Crimean officials "open" the curtain on numbers.

Thus, the occupation Minister of Education Natalia Goncharova once said that more than 4,000 students returned to the peninsula from Russia, who entered or transferred to Russian universities after the occupation.

Or one of the deputy ministers "tried" that this year about 1,300 Crimean graduates entered Russian universities, which against the background of last year’s fanfare speeches about the "unprecedented" number of entrants who "rushed" to Russia in the number of 2,500 people, indicates a practical 2 -one reduction of the occupiers wishing to study in the country.

 Here is another information that appeared on the website of the so-called Ministry of Education, Science and Youth of the Republic of Crimea provides an opportunity to analyze the number of graduates.

Thus, in early December, the information "Crimean schoolchildren wrote a final essay (exposition)" appeared on the MONMC website. The small report states that Crimean graduates took part in writing the final work (translation) and indicates the number of students – 9448 and another 45. However, it should be noted that this final work is mandatory for all graduates and he also opens admission to the State Final Attestation (State Final Attestation) (GIA), thus obtaining the number of all graduates of the occupied Crimea this academic year.
